Passing on the left? You guys need to come over here. They will pass you on the shoulder doing 180 while you are doing 140 in a 100 cause you aren't going fast enough for them and there wasn't space for you to move over.

My thought is that this is related to times when you come up on a garbage truck, mail delivery or farm and construction equipment. You come up on a garbage truck that is stopping at every house and you naturally pass them on the left (when there is no traffic coming). It does bring up additional opportunities to take advantage of the statute when you find slow traffic but to Freq's point "at no time while passing on the left should you ever exceed the posted speed limit".

Just keep in mind the possibility of the person being passed developing road rage if you start using this potential loophole more frequently.
