I do not agree with your assessment and I think you are missing a few key points. First and foremost, what HE-WHO-SHALL-NOT-BE-NAMED released was taken out of context and was really very inaccurate. Secondly, what was being done was never outside the law and the scope that was given to the agency by the Executive Branch. In short, no laws were ever broken.
I will agree that the backlash did come from the realization that things were being done that the average joe did not understand but I would argue that was more because of the lack of understanding of the average joe than of the "sudden" realization that certain activities were happening.

Honestly, what Nixon did during his presidency was much worse. His way of thinking was,"I am the president, I am allowed to do what I want, without any repercussions". The only problem was, he tapped himself, and we all know what happened there.
