from my understanding it can be done using some gm computers because the ecu doesn't have a vin programed to it. so the inspection machine wont pull the vin from it. it will still have monitors and obd2 so it will pass with out setting off any red flags. there's an ez way to tell if the vin is written to the ecu. but you still need to no someone because most inspectors wont be comfortable doing this. due to the fact that if the inspection machine does pull a vin that doesn't match the reg sticker it's a 5k fine the first time. 10k second and after that you will most likely lose your facility license.

Yes still need to know someone but flashing the ecu will let you change the vin and/or put it to a non volatile area of memory. Like EFILive.
