Default Photoshop

I've got a friend who is promoting his younger brother's boxing tournament and he needs a picture turned into a vector file I believe. He ultimately wants to make t-shirts with the image on the back, so whatever file format would work best for that. Just a plain logo style made from the drawing is what he is going after. Any help is highly appreciated!

I'd be happy to help, but the photo isnt a very good one to vectorize. The lighting is uneven so when the bottom left is balanced, the top right is bleached out.
If I can get a really nice high-res photo with straight-on lighting, I can convert it pretty easily.

Here is a full vector PDF with the main dirty parts simplified and cleaned.
The portion that says Lockbox did not convert well so it may be wise to rebuild that if the name is important to the logo.
