Yes the glue sets fast, however if U ladder the pieces with glue it will glide on and you will have a few seconds to manipulate the pieces so that they align correctly.
Regarding stability, the stand is solid and I made it out of 1.25" PVC and total for parts was $45. I added insulating foam to the resting arms on the bottom so that the rim of the hard top rest on a soft support. I also added the plugs with thread so that I can adjust the height and pitch of the stand. I have had my stand for the past 6 wks with no problems and its easy to move around in the garage.

Guys, I saw this thread last night. So I went out to Home Depot and bought 1.25" PVC parts instead of 2". 40 SCH.
Took me about an hour. The hardest part was cutting the pieces to the right measurements according to the DIY. I had a jigsaw but it's difficult to do without some kind of clamp. After I finished, I put copper pipe insulation at the contact points for padding.
Here's the finished product:
I don't have a window installed yet so I used a bungee cord to secure the top to the stand for now. I've got to figure out how to better secure it later.

To the point about the glue setting too quickly:
When I built my rack, I put it together completely without glue and marked where all the pieces connected with one another. I took it apart and reassembled with glue, using the markings as a guide. It made it very simple and I had no problems with the glue setting on me too quickly.
