Default Yet Another EPS Issue - can't clear code

Hi all,

I have searched and read a lot but my problem seems quite rare. It's an 00 AP1. When I bridge the SCS the EPS light flashes me the code 21. Low voltage on IG1. I've checked all wiring, measured voltage at the IG1 terminal, and even put a new battery in the car. All checks out.

I try to reset by holidng the steering at 45 degrees left and turning ignition on. EPS light illuminates for 4 seconds, I go back to centred steering and release, EPS light illuminates for 4 seconds and goes out ( so all as per the honda service manual so far ) but then the problem occurs. When I turn back 45 degrees left and hold it the EPS light flashes the 21 code again. I cannot get it to illuminate for 4 seconds again and go out. I've tried airing down the tyres, different angles, even checked the steering is centred correctly via the marks on the steering shaft.

My assumption is the EPS computer is sick. However if you're an expert in this area or have done the reset and can shed more light let me know.

The end result is the car will turn to the right full lock with the front wheels in the air, and has way more assistance to the right than left when driving. As per above I can't clear the code to even reset steering centre position.
