Technically speaking, the part does not have to have a CARB sticker on it. But...it does have to be able to be identifiable as to the manufacturer and part number.
The smog employee then can look up the part in the CARB database on their computer to see if it's listed as compliant.
The only reason the stickers came about was because in the past, the listings produced by the CARB of parts that have been approved were hard copy produced quarterly or more. And the smog guy actually had to purchase the books. So, needless to say, hardly any of them did.
Thats why, just a few short years ago, many smog places would just instantly tell anybody with a modified vehicle that they wouldn't do their car and turned them away. Just because they didn't want to deal with the hassle of it and they usually were too cheap to buy the book listings.

You can purchase carb number stickers on ebay... Smmog guys don't have a clue and never look up the numbers.

From my understanding of our emissions regulation, the smog guys don't even stick a sniffer in the tailpipe any more. CARB is relying on statistical variance to reveal crooked mechanics and shops. As mentioned above, the car needs to pass a visual inspection. Something tells me that you would be fine wrapping the header with insulating tape and feigning ignorance to the non-stock nature of the part beneath it. In my experience, the main thing the techs out here look out for is changes to the catalytic converter. From the sound of it, you probably won't have to worry about that if you got a pass.
