Sorry man, it just got crazy a while back where people were getting badges like crazy from people and communities they had nothing to do with and etc. At first it wasn't a big deal and then it became a problem so I just stopped giving non community people badges even though there are obviously people who have them still and I was given badges from communities I had a tie with or something of that nature etc.
I keep track of people through badges too to see who is and isn't in our community when I view our list of members.
