Ye the two allen bolts dont seemed to be extended? Wouldn't this perhaps allow extra oil to be in the head?

in the first pic you can see the valve cover is stretched and hangs cause you can see the lower part of the valve cover is towards the back in that perspective.

Nice find.

On the upper picture you can see that its an extended valve cover.
Maybe is an oil reservoir or just for additional cooling...
