IDK but you can get one with the purchase of a Gold membership.

I am willing to purchase a gold membership however I dont see any details on when it comes or if there is shipping costs on top to Canada? also the color i will get (want black and white. I bought a membership long time ago (years) and never even received my decal.

I don't believe there are separate shipping costs to Canada for the plate frame. It is only available in the teal/blue color though. The decal thing is new, much like the plate frame for gold members.
