Can someone clarify if BOTH these parts are both needed to achieve negative camber on a lowered s2000 (front and rear).

For Front:

How much camber are you after? You can adjust camber on the S2000 up to about -3.0 degrees, stock.

How often are you planning to track your car? Are your bushes on the way out? Stock should be fine for the occasional tracker.
