I think its the tires. They are high deg so the teams are managing the pace so they can bring the car home with the fewest pitstops while also ensuring they drive to a certain time delta.
It was a snooze fest for sure which is sad given Montreal has hosted some very exciting races including my all-time favorite that was won by Jenson Button.
