Getting a car out of state, which do not need smog?
Guys,
Need your expertise on this.
I am planning to get a car out of state (Olympia, WA to be specified). The owner still owe money from the local credit union, but less than the sales price. The seller said we can go to the CU together and do all the paper works there and I will have paper proving the transfer of title.
So here is my question. According to my research I will need the following in order to get the car registered
-The title
-Smog certificate (seller said he lives in smog exempted county and have not done smog, so should I do the smog in CA before heading to the DMV ?)
-Form REG-343
But I am not sure if I need below forms.

- -A Verification of Vehicle (REG 31) form (easiest way to get this form signed?)
- A Lien Satisfied/Legal Owner/Title Holder Release (REG 166) form.(PDF) (since he still owes money to credit union, do I need this one?)

The credit union will not automatically punch down the original purchase price as long as the seller is currently listed on the title as the owner. It's possible that someone who bought a GTR in cash, didn't have comprehensive coverage, understeers off a cliff and sells the wrecked car for 500$.

You may need to get your vehicle inspected prior to registration. Just because it is been inspected in the seller’s state—whether that inspection is emissions, safety, or smog it doesn’t mean it will pass inspections in your state.

You should also think about getting it transported on the upper level of the truck, or even in an enclosed transport.
