Here is a list of what can be modified with and without an EO#. For those who don't know what an EO# is, it's a number that's either on a sticker to be put near the underhood decal or it would be stamped on the part itself. As long as those numbers matches the part with the vehicle it's certified for use in California.

has anyone tried the magnaflow carb legal direct replacement? I don't think it's an hfc, but would be interested in hearing any experiences

I bought the MagnaFlow 546261 (CARB compliant) a couple years ago. I was able to pass visual inspection and smog test with computers, but the guy who inspected it did want the exact part number on MagnaFlow's website.
