Hi. I'm originally from sacramento, elk grove, and I've been out of state for a few years and I'm planning on moving back next year. I'm wondering what are the modification laws are like now since I haven't been keeping track of it. Im looking for performance suspension and body. Right now my major mods are Vortech supercharger with aem ems straight exhaust pipings full suspension to include coilovers sway bars struts ladder bars Frame bars. Full ings kit asm front and rear fenders. Carbon trunk roll cage bride seats and detachable steering wheel.

The VTSC is legal as long as it is at preset boost. AEM is a no go.

1999 law says it's legal to tint front windows up to a certain percent. I don't remember exactly what that was. Google is your friend. Then again most likely your get pulled over for just driving your S in Cali.

"The windshield and front driver's side and passenger's side windows cannot receive any aftermarket tinting."
http://www.chp.ca.gov/html/answers.html

"All (vortech supercharger) systems are 50-state emissions legal or are pending smog legal."
http://www.vortechsuperchargers.com/...ORTECH+SYSTEMS

So there ya go. front tint no-go, and chipped sc no-go

If you're gonna be around the Elk Grove area, you're definitely gonna draw some attention to the cops. One of the biggest things I've noticed they go after was car height. Not much of a problem, but definitely a hassle. Window tint is also another biggie.

I find my NC plates are at times the only reason I DONT get pulled over. A cop will pull in behind me then back off once he sees the plates. If there is any way you can keep your out of state registration I would do it. Plus it has to be less expensive to register your car in HW.
I pay $28 to register my 2002 S in NC.
