FYI, my OEM HT latches won't twist all the way either cause the rollbar is in the way. I NEED to get brackets.

Nah, it's cool. Just playing.

But to answer your question I suggest spraying it with a penetrating oil and let it work over night.
Remove the wheel and use a hammer and fat screwdriver or chisel.

But protect it somehow; tape, a rag, piece of rubber.
Also, clean the threads before you start and make sure you're turning it the correct way.
