Default The LAW over california highway jurisdiction

I got pulled over on a California Highway by a city police, Arcadia police, for driving in the carpool lane without any passengers.

Can city police pull me over on the freeway? What is the law on jurisdiction, etc.?

Thanks

i'm thinking they just issued me the ticket hoping that i would send in the payment.

in that case, they could get away with it.

but do i have any grounds to contest the ticket and say they were on CHP jurisdiction, so what are they doing pulling me over?

I believe there is no "line" that can't be crossed.
In other words, you get to keep the ticket you earned regardless of who gave it to you!!

Were you in Arcadia? If so, the ticket is valid. The CHP pulls over people all the time on La Crescenta surface streets.

no, i was in rosemead.

on the I-10 around the San Gabriel exit.

does that mean the ticket is not valid?

I think the Arcadia PD is just hoping that I would mail in payment and not contest it.

There is a so-called "hot pursuit" rule. If he saw your violation in Arcadia, but you were in Rosemead by the time he caught up to you, then it's still valid. It is also a state law you violated, not city, which might also invalidate the jurisdiction argument.
