Yes, it is a displacement advantage! It's also a torque advantage. A 1200 cc 4 would obliterate any Ducati twin.
It does help to be the dominate force in a series. You can throw your weight around and demand the rules be written or you'll walk away, and sometimes you'll get your way at least sort of. Ducati gave up a lot of concessions on the Vtwins to have the higher displacement limit though I can't see how they gave up near what they got.

Increased displacement is an advantage from an engineering/power potential perspective, although the rpm limit suffers with larger slugs. I've always found the "UPS truck" sound somewhat annoying.
Yamaha seems to be getting enough power out of their superbike (and of course the M1), but the stock '09 R1 is a dog.
