$30 grand to spend, what would you upgrade to?

Depending on what deals are out there and how much you can stretch the budget, I'd personally consider a weekend-oriented all-around car like a S2000/Cayman S/Boxster S/etc vs. a cheap ie sub-$5k DD and a hard-to-DD toy like a Lotus or dedicated track car.
An old zink/formula ford/F3 car/etc would be a pretty awesome toy.

I had about $30K to spend towards a new car. I was shopping Cayman S, early 997s and a handful of sport sedans.
In the end, I used that money to buy some stable, high dividend-yield stocks. As a friend put it to me... (approximately) every $20K you spend today is an extra year that you have to delay your retirement. After hearing that, I had a hard time convincing myself that a 911 was worth 3+ years of my life. If I had so much money that spending $40-100K wasn't going to affect my retirement date, then I might think differently, but unfortunately I'm not in that boat (or yacht).

Wouldnt get a BMW, especially a M3 if you plan on toying with it. Car Parts = 3x more than s2k, you'll be in the hole in no time. This isn't including the maintenance cost for them either.
Turbo kit for m3 - http://www.horsepowerfreaks.com/performanc...rbos/Turbo_Kits
Starting @ $13,500 - $45,000

I wouldn't buy an old NSX though. For the money you can do better.
GL - I would recommend checking out the 370Z or a Z4M or Cayman S.

I know I would love an NA1. I had the privalege of driving a 165,000 mile 91 NSX about a year ago. Despite the drop out of vtec when going into second, the car completely stock fell about a million and half times better then my 2,000 mile old at the time 08 STi. I have no doubt that I would LOVE that car to death...the question is, would I have more fun in an Elise? I have been eyeing them and as much as I love the NA1 and as much of a capable car that it is, it seems that with a $6,000 Roots blower kit the Elise can put down about 270whp...which is making it into an extremely quick car that will still out brake and overtake an (insert supert car here) in the turns. Might even pull on some in the straights, or at least hang with it. I have to find a stealership around CT that has a used one. I definately want to drive one for sure. Definately understand what you're saying there, and as much as people might be opposed to spending 25-30k on a 20 year old car they seem to have absolutely no problem doing it on a MKIV Supra, or Grand National. Hell what about all those 40k+ old muscle cars? They're sleds, but people still gladly hand over tons of money for them. To each their own I say.
Btw, I hate you if thats your car. GPW NSX-R clone ftw. Only mod those cars need is a slight drop, wheels, straight pipes and a V5.1.
