Which car(s) gain the most HP from cheap mods?
I'll start off..
My last car was a MkIV Jetta Wolfsburg, which I put a $400 chip into and gained +80 ft/lb torque and +50hp! What a night/day difference. Turbo cars are so easy to mod..

a 90-94 DSM can gain as much as 10 hp or more, completely for free, by removing a restricter from the boost control solenoid. other than that, pretty much any factory turbocharged car will take to mods very easilly. my old awd dsm was pushing 220 (up from 185) from just an intake and exhaust + BCS restricter removal.
intakes are HUGELY important on turbo'd cars, and most factory airboxes are ridiculously restrictive. because of that, yeah, its very true that you can see huge gains from "just an intake." the stock box would be like trying to vaccuum your house with a thick folded towel over the nozzle.

Any of the Japanese turbo's, like WRX...
Mega-gains just through a $15 check valve boost controller...
Of course if you get it wrong, it might in fact be a very *expensive* mod!
