its called "bosozoku". The stereotypical bōsōzoku look is often portrayed, and even caricatured, in many forms of Japanese media such as anime, manga and films.

they sounds like a 2 stroke weed eater. - damn someone already commented on that.

There are a few that look like they are made from cardboard.
