Why does Europe get 95 and 98 gas?

Why does Europe get 95 and 98 gas?
I heard that 95 and 98 octane are the norm out of the pump in Europe. Can anyone explain this discrepancy without lecturing all of us on why anything higher than 91 is a waste of money?

The rating in Europe is RON, while the rating system used in the US is a broader measure, AKI which is RON+MON/2.
AKI of 93 which is widely available in the US is roughly equivalent to RON of 98, so it generally equals what is available elsewhere.
Some states only get 91 but since there is no technical reason for the limitation I can only guess it is for distribution or marketing reasons.
