I did ask the Post Office what arrangements they had for a refund of the IDP fee if it turns out we don't need one. Predictable response...

Anyone know if we can get the Austrian vignette in advance or is it easy just to get it at the border ?

you can buy in shops and service stations I believe. I got one in advance last time from Tolltickets (just ordering this years now). E9.20 plus E2.40 delivery for the 10 day one.

You wont need it for the Brenner Pass (it's a separate toll road), only if you plan on using other Austrian motorways.
