LED brake lights? O2S simulator?

So the computer wants something like 200-600mv for the downstream O2S, so can I just return the reference voltage through some resistors so that the computer sees a signal voltage of ~400mV? Or, where can I buy an O2S simulator, and what's the normal price?

As for LED brake lights... Any links to DIYs? What's the difference in reference voltage for lo/hi LED brake lights? Hmmm...
