I got pulled over for the first time in the Evo today. I am on my way to school when I pass by an RX-7 pulled over at a gas station with his hood popped and I think to myself "Damn that sucks. Good thing I've been lucky so far." Well about 100 yards later I get in the turn lane to my parking lot and one of Pasadena's finest motorcycle cop pulls behind me. After about 20 seconds he lights me up and I turn into the parking lot and park. I quickly hit the window buttons because I have 20% tint. I follow the correct procedure we go through the license reg. stuff and he asks me:
"Have you done any modifications to the car"
I reply, "no officer, I bought the car the way it is in AZ" (the truth I haven't touched it yet).
He says "Please step out of the car and pop your hood"
I comply and he procedes to inspect my engine bay for a good 2 minutes. (I have a K&N typhoon intake). He says nothing about the engine. He then asks "Where are your plates?"
I told him that the car is registered in Arizona (temp registration because I just bought it) and that I am still within the time limit to obtain CA plates and reg. He asks me to close the hood and sit in my car. He comes back and tells me that he's citing me for "modified exhaust" and that these has been associated with street racing, and has to do with emissions.
I politely reply, "Officer, if I am not mistaken, emissions has to do with everything up to the catylic converter, and I believe this ticket to be erroenous, and furthermore I do not participate in street racing because it is dangerous."
He ignores me and says sign here.
Fackin idiot and his comrades set up a sting to get in his tickets for the month (today is last day of month) and he was looking for every way to get me.
He gives me a fix-it ticket. But, the car is registered in AZ currently. Is he out of his jurisdiction by giving me this?
And because it is a fix-it, I can't go to the ref and get it signed off per DB rating? (I have an early model of Apexi cat back which honestly is maybe 5db's louder than stock. It is EXTREMELY quiet).

I went to get the location of the ref at my local CHP office because I couldn't find it. So he starts questioning me about why I need it etc. etc. So he asks, "lets go take a look at your car." Makes me pop my hood and searches my engine bay with a fine tooth comb and says nothing because its all stock except fro the K&N Intake. He then says it looks like you have racing brakes and wheels. I told him "No officer, these come factory with the car." He grunts. Then he questions me about the plates where they are and I have to explain AGAIN that it was bought and temporarily registered in AZ. He then asks for my proof of insurance which I conveniently did not have on me. So he issues me a ticket for my CA fees and reg, no plates, and no proof of insurance. And all I did was go in to get a phone number.

that sucks. far as i know a cop, is a cop. they can pull anyone over, even if it means he is out of his jurisdiction.
take it to court and see. he might let you slide, considering you just got the car and its out of state.

I would demand an apology. Wasting your time for no reason. TOTAL BS. Ask a nice looking office to simply sign the ticket off for you, case closed the fee will cost you 10 dollars.

Whenever I get pulled over, I record the conversation on my cellphone, or you can keep a mini tape recorder. When the officer starts to talk, tell him you are recording the conversation for future reference. This always makes them be on their best behavior. Also, you have it recorded when it comes to he said / she said in court.

No it doesn't. They can write you a modified exhaust ticket just for adding a tip
Zach, if you need to borrow a stock exhaust for that I know a guy that will loan you one for a day or two
