PM returned. Here is the description from their website regarding the cover:
This car cover features "Evolution 4TM," a four-layer synthetic material designed for superior outdoor protection in harsh wet and windy climates. Its dense construction cushions to safeguard against hail and parking lot dings. It is resistant to tearing and puncturing and is also available in light blue and tan.
Though it doesn't say waterproof, it does a very good job of not getting saturated, and keeps the car fairly dry. So I guess no, it's not waterproof
