there is nothing worse than having a potential cancer in your car. I had that in my last car which was a Prelude SportShift where the tranny was known to be weak and will eventually fail. That is why I got rid of it so hearing about this is not good. However, I read somewhere on this forum that Honda knew about this problem, and fixed it for the later models.
I don't see any recalls of the S2000 at the Honda Japan web site. The last recall notice that mentioned the S2000 was dated June 2001, something about wheel bolts breaking (19 models were recalled, total of 112,259 vehicles, only 329 were S2000s). The recall before that was for the seat belt retractor.
My guess is that this is not a Honda initiated recall, but one that is legislated by the national equivalent to the NTSB. And because of that, it is not likely that owners in other countries will be receiving the same recall notices unless there is an explosion of failures that would attract the attention of the NTSB.

And they only get involved when safety is at issue. I really doubt that the engine failure will ever be considered a safety issue.

My wife recently received a notice for her 1996 Toyota 4 Runner to bring it in for cylinder head gasket replacement for free. Clearly out of warranty and clearly not a safety issure, Toyota fixed it all free of charge and even provided a loaner car while hers was being repaired.
Maybe it's time to switch brands.
