Torque App for android phones
I was looking at writing an app to do OBD2 logging etc on my android phone since its basically java, as i could port some code from my mobile phone program i wrote. However its already been done and its a great app.
The app is called Torque and just requires a cheap OBD2 bluetooth dongle ~£28 from ebay.
The program does the following...
*Fully customisable look - add background pics etc.
*It clears/logs CEL's, and present info about them.
*Logs data into excel (to access locally) and uploads to a website.
*Customisable screens and HUD display, digital/analogue displays etc.
*Logs routes from GPS to google maps and provides information.
*Theoretically 0-60, 1/4mile etc using inbuilt sensors.

Yup there is a free version, there is a paid version its only £2.95 (Decided to support the author). The paid version has a few more features than the free version but not much more - mainly gtech type performance stuff and cel look up IIRC.
Android only yes, there is an app for an Iphone called Revs which is similar but you need a wifi dongle for around ~£110 as Apple in their infinite wisdom locked down bluetooth comms
