Sorry guys for the Nob question but I was told that the bumper needs t be pulled to get the front license plate off. Is this correct? I have a 2000 Ap1 and would like to take it off.

Assuming this is all OE, there are places the the plate mount screws into the front bumper and there are color matched plugs available to fill the holes. You're left with a pair of rectangular plugs showing. Hopefully the bumper isn't scarred by what's there now.

Do I need to glue the plugs in place? Thanks!

Ohio is trying to get rid of the front plate. State FOP keeps fighting it, but it finally got through committee this year. Maybe we'll join all the states that surround us in not requiring it.
Yes, drop the front plate and get the plugs mentioned above. Despite the requirement for Ohio to have front plates, the majority of S2000 owners in Ohio don't. It's a secondary violation in Ohio (pulled over for a higher offense, before the non-front plate is considered a violation).
