Have you considered a Hondata K-Pro? If you seek OBD2 compliance, it will meet your requirements.
ODBII is not a standard throughout the world. Many countries do not require it. So the standalone systems don't need to support it for the bulk of their markets. Remember, everyone does not live in CA.
