Yeah they've definitely extended the bumper downward. One benefit of that would be blocking more air from going underneath the car without physically lowering the car so that the suspension geometry can remain optimal. Just my guess...

The Legalo front has an extended front lip like made with the bumper and it is shaped in an aerodynamic manner so that air can get under the car as easily as possible, and NO it is NOT FLAT.

Even crazier since it looks like they are running the dry carbon version. I think it would probably look a bit better if it wasn't extended so far down, maybe just 1" or so. But that huge flat space they created above the splitter now is downforce city, should allow for more high pressure build up above the splitter for even lower pressure underneath.

lol it's 100% flat. The R1 is not. I've had this front end sitting in my garage and on my car for months now. I think I would know. Also see Andrew's post.
I wonder if they sent the front end back to amuse to get extended. Not that it would be out of the question for them to cut it and modify it but it makes you wonder
