I know some Bridge and Tunnel agents. Now that they have the cashless tolls they take a picture of your car when it goes through the lane. If they see you have no front plate they can forward your plate to the enforcers with those two boxes on the back of the car. Those boxes are license plate scanners. If you pass one of them and you have an alert for your plate he will come after you. The computer will tell him what he is looking for...No front plate, you could be a scofflaw owing money, etc.

Its not like an abp or anything. Well, actually, it is sorta like an electronic apb for the cop car monitoring system. They (the toll booth system) put a flag on your plate, then whenever one of those cop cars with the external scanners sees your plate, the cops computer will look for such flags, then pop up an alert telling him what your plate is wanted for. What kind of car, color, etc.
So all he's gotta do is pull over the car he alert told him to, and give the ticket the alert said was a violation (after confirming violation is still present).
If you never happen to drive past one of the cop cars with the scanner, nothing else happens. But the second you do, the cop is notified.

He may not come after you, but he is alerted. So he can look and say "I'm not chasing him for no front plate" but he will throw his donut out the window and come after you for an arrest warrant
