Store owner not only catches the criminals but has a video of them stealing. Calls the cops only to have the cops release the little thugs because stealing the owner blind is not a "high priority crime". So I guess as long as no one is 'physically' hurt (not just financially hurt) by the wheel thefts the people of Detroit can't expect much to be done about it.
