Legend has it he was created in a top secret montauk project lead by a coalition of aliens, humans and intergalactic time travelers. He's cage number was simply 250, and the lead scientist in charge of cells 200-250 was a man named Bill. Information on "Bill" is limited, though we presume 250 took up the alias Billman soon after his escape in honor of the scientist that freed him.
After many years the coalition was disbanded in the 2001, and thus Billman returned from his exile in Japan. While there, he developed most of the yakuza's street race night scene in to what we know today. Now he proudly wears his 250 moniker as a title of bravery, courage, and resolute.
Though we are not sure on all his superpowers, we have intel that suggest, super speed, the strengthen of 3~4 humans, sonic hearing, and xray vision. Recently witnesses have come forwards also stating that he can talk to animals, this has not been confirmed.
If you encounter Billman250, HE IS NOT DANGEROUS, he is actually quite friendly! He's also been known to help out S2000 owners because it reminds him of his first love. An atlantian who was stored in cell 2000 of the south ward.

Thank you I will look into this even if I don't have my car right now I would still like to meet some people. I have always wanted to go to an indoor go-kart place.

Ryan, you may have better luck in the DelVal Forum. Generally covers South Jersey a little better than Metro NY (but by no means should be deterred from doing anything Metro.)
