I did a bunch of research and made a bunch of local calls. You want a TIG welder. Lot of shops I called dont do TIG welding, other shops were off on vacation. This guy said he can do it if you remove your muffler and bring it to him:
But I'm getting also getting Swift springs installed and found this place that said they do TIG/MIG welding and can handle both jobs:

So I'll most likely be getting it done there.
I bought a 38mm Stainless Steel Mandrel bend pipe off ebay for $22, which can be cut and split to use for both sides of the exhaust. That way I don't have to hope they have a 38mm bent pipe to cut.

A lowered car and a much better sounding exhaust... I'll be smiling on the way back home from there!

The Auto Tig guy was guessing no more than $200, but it's hard to discuss this mod over the phone, give an accurate representation of the work, and get an accurate quote.
I think TIG welding is more expensive than MIG, but everyone I spoke to ensured me that I wanted TIG since it wouldn't rust or corrode the way that MIG would over time.
"It's worthwhile spending some extra money and getting the parts TIG welded, with an argon gas flush. Otherwise, the welds will crack due to carbon precipitation in the heat affected zone." -hawkman199

Sounds great to me. Thats how the car should have sounded stock. Instead, Honda went overboard with the noise reduction on the twin loop muffler. Maybe even somewhere in between could have been stock. Like how a 25mm UK mod sounds with stock exhaust.
