That's exactly right. That's what happened to me. Had I registered my new plates with them they would have charged the toll to my account, instead they sent me a summons.

It could also just be the gate malfunctioning. I had that happen once where I pulled up, nothing. Took it off, and waved in the air, nothing. Luckily there was an officer right there at that gate and he came over, took the e-z pass from me, and then slapped it right on the gate. It worked then.
Nope ... no big "Spoon" banner across the top or any other film. Hopefully it's just because of the gate (I approached the gate rather slowly too).

Odd thing is the cars in front of me and behind me made it through ... oh wellz
