need help with out of state purchase & regs. in NY
Hi,
A few questions about buying a car out of state & bringing it back to NY state.
The dealer will give me temporary tags.
It will take about 2 weeks before they mail the title.
I can not register the car without the title, correct?
Can I legally drive the car in NY state with the temporary tags from another state?
How do I go about getting a NY state title?
Question about sales tax: When you trade a car in in new york state you only pay sales tax on the difference in price, not the full amount of the new car. What if I buy the car out of state? Will I pay tax on the difference or the full amount of the new car.
Any help would be greatly appreciated.

I'll try to answer your questions based on my own experience. You may want to contact the DMV though to be sure.
You cannont register a car without the title, but you can drive on the temporary tags of another state. I have no idea about getting an appropriate NY title, but suspect that the DMV has lots of papers which would help.
When you buy a car out of state the same rule applies as does to an instate purchase. That is, you'll be paying the sales tax on what the car cost AFTER the trade-in is considered. The sales tax amount will also depend upon your county of residency (8.25% here in Tompkins County).
I've bought my last two cars in Pennsylvania and had absolutely no problems, but then my dealer knew the NY laws and had all of the appropriate papers filled out. You'll also have to have the car inspected in NY, but I can't remember if that's before or after you complete the rest of the paperwork.

So, is this a step by step how it would work?
- pay for the car (with a trade).
- call to get insurance card faxed to the dealership
- temorary tags placed on the car.
- I will receive the title within 2 weeks???
- At that time I can register the car.
- Pay sales tax (on the difference between the values of the 2 cars)
- Apply for a NY state tile.
- Get the car NY state inspected.
- wait for NY state title to arrive in the mail.

I bought my last two new vehicles from the same PA dealer as Testut. Instead of a title, I got a Manufacturer's Certificate of Origin on the day of the sale. You take that to the DMV when you register it... they will issue the title. If the vehicle is used, I think the dealer would have the title from the previous owner to give you.
