Default New Catalytic Converter Rules

Prohibition of Used Catalytic Converter Sales
Pursuant to 6 NYCRR Part 218-7.2(c)(2), and effective June 1, 2013, it will be unlawful for any person to sell, offer for sale, advertise, or install any used, recycled, or salvaged catalytic converter in New York State. This prohibition will apply to all vehicle types and model years. A used catalytic converter is not a new aftermarket catalytic converter, or a replacement part as defined below.
New Aftermarket Catalytic Converter Standards

Pursuant to 6 NYCRR Part 218-7.2(c)(1), and effective June 1, 2013, it will be unlawful for any person to sell, offer for sale, advertise, or install (or have currently installed) any new aftermarket catalytic converter in New York State that has not been certified by the California Air Resources Board (CARB).
A new aftermarket catalytic converter is defined as being constructed of all new materials, is not a replacement part, and is not an original equipment catalytic converter.

Does that mean all new vehicles will have to pass stricter CARB reqs as well?

Don't much like the sound of this. How the hell are they going to enforce it?

Yet again, big thanks to Fasting on that one. You need to come out here when you're feeling up to it so I can reward you with some authentic buffalo wings & mudslides (though probably not at the same time).

for those with a berk HFC this is from their website:


Featuring Magnaflow's new metallic substrate core. Less weight, more durability, and higher flow than your standard ceramic subsrtrate "high flow cat". Do not confuse these with cheap Chinese made ceramic substrate versions! These are very high quality parts made proudly in the USA by our expert fabricators.

Our test data shows that this cat flows 87% as well as a test pipe vs. 43% for the OEM Cat. Smog legal, high flow, no test pipe smell. You can have the best of both worlds. Includes new 3 bolt gasket & nuts/bolts.

As of January 1st, 2009, performance high flow cats are intended for off-road use only in the state of California.

so in otherwords, you can't have a berk HFC as they don't meet the california crap. they are smog legal, but not carb legal...

Enforcement
New York State Environmental Conservation Law under §71-2103 establishes the penalty structure of Part 218 violations at a minimum of $500 for a first violation, and up to $26,000 for each subsequent violation. The Department periodically conducts audits to ensure compliance with the requirements of Part 218.

Well then F-U to New York State. I'll put a test pipe on there and swap out the cat every year for inspection if they want to be dicks about it.
