saw a suzuka yesterday at the intersection of dodge and hopkins in amherst i didn't get a chance to wave i had my top down, you did not

I saw the same Rio I often see this morning, but in a different location. I tooted my horn but don't know as they saw me drive by.
Which brings up another etiquette question -- I'm driving by a busy public store/gas station, there's another S there, is it OK to stop?
