Luke was not an orphan as his father was not dead. Proven by his ability to connect with his father and brings peace (temporarily) to the galaxy by binning off Palpatine.

Terrorism is a legitimate, legal military action when conducted by recognized military forces including those in rebellion (you go, Luke!). The goal is to demonstrate to the populace that their government cannot or is unwilling to protect them. Carpet and fire bombing cities during WW2 was certainly terrorism directed against the civil populations for that very purpose.
