Hey, this is unrelated to s2000, but I have some questions for Portland Area Residents. I've been doing research on how Portland area are required to do emission testing for registeration, however how strict are they and what is the process. please forgive me if this sounds stupid, but I am from California, and would be new to the Oregon process of Smog checks.

My questions:
Aftermarket parts legal or not?
1990 year AWD car, how do they perform smog?


I only ask because, here in California, all aftermarket mods are illegal unless they carry the CARB # (California Air Research Board). and any vehicle older than 2000 will require the tailpipe sniffer test on the Dyno.. 2001 and newer just runs OBD. our tests here are divided to 3 different sections, Visual, Emission and Electrical OBD

Most newer cars will need visual and OBD
Older car will need all 3; visual, OBD and Emission sniffer.

I have family residing in Portland area, and I am thinking of bringing my imported R32 GTR to be registered there so I have a vehicle when I come visit, my upcoming duration of my visit will be limited in time so I would like to take whatever precaution needed to get the car ready for emission so it'll get completed faster. currently my gtr is pretty much stock except for a Blow off valve, Air filters and exhaust.. My concern is will I run Into issues during emission testing because of these mods? Any help will be greatly appreciated..

CARB legal is irrelevant here however being that it's an out of country car, it's likely exempt from emissions testing.

Cool, so I shouldn't have any issues with my filters and blow off valve? And I already went thru the website, as well as call Oregon DMV and because it will be registered in the Portland area, I DO need to do smog emission / DEQ.. My concern is if they will fail me because of the blow off valve and filters.

If your out of country car is less than 25 years old and wasn't "Federalized" you might have trouble. They do OBD and sniffer at the stations I have been to, and cars before a certain year are exempt (My 1930-1960's cars don't get smog checked).

It's a 1990 Nissan Skyline GTR... Past the 25 year so it is federally emission standards exempt and NHSTA exempt.. However some states / cities have their own smog emission regulations like California.. So even though, my skyline is federally exempt, it is not California emission exempt and I would need to go by California standards to go get it registered. But my question is for Portland / Medford Area DEQ regulations.

My car doesn't have Check engine lights, or OBD.

You'll be ok to register it here. If you don't have the obd port (not familiar with skylines) the will put the sniffer on you. Once you get a clean sniff or pass the obd test your all set.

I've seen several R32 around town so certainly doable.

Since you are outside the 25 years shouidn't be a problem. I have registered exotics of different Vintages and not had a problem.
