How Can i Make Anything Look Like a Toy?
hallo! im new in Photography and i want to make a car or anything look like a toy , and idk if i can make it in photoshop...??

Might you be refering to the tilt/shift effect that can make things look like they were shot with a macro lens?
Specialized equipment needed.
ETA: you can fake it in Photoshop, but it always looks faked.

You can fake tilt-shift pretty easily, but it'll never replace the real thing.

I hate that these tilt-shift faking tutorials never take into account that the focus plane is just that, a plane projected in three-dimensional space.
Very obvious example (because it's late and I don't feel like looking through more): http://tiltshiftmaker.com/photos/snow-kabin.jpg
Here they did the standard blur everything but a slice across the middle. How it fails: in real life the front and back of the bus could not be in focus when the top and bottom are not.
Less obvious example, in the image posted above, the top of the yellow stop light to the left would be in focus as it is approximately the same distance from the camera as the car.

Forgive me, but I think you're confused about what a tilt-shift lens does. How do I know this? Because I had the same confusion at first.
As photographers, front-to-back focal plane is so ingrained in our heads that we forget that those rules can be broken with a TS lens. Both pictures above are absolutely possible with such a lens.
The front-to-back focal plane (dof) of a TS lens is still controlled by aperture, so if the photo's above were shot @ ƒ2.8 I'd agree with you. However, with such top-to-bottom blur available with TS lenses, many people shoot them (if they are going for this effect) at ƒ8 or higher. This is because they want the focal plane shift to be more pronounced, and if you mix front-to-back blur with top-to-bottom (or side-to-side) blur, the effect isn't as strong.
