After playing with it for about 2 minutes I concluded that this look is pretty damn simple to create, but this particular picture looks as good as it does becuase of the subjec, and everything from how dark her hair is, to how dark her skin is. He's using his subject for the darkness in the picture instead of using contrast or black. Mine isn't as good, but the reasons are mostly because of the subject.
