This is on the back right quarter panel. Should i just try finding another to replace or is this salvageable?

sand it down - looks like surface to me, but the rubber protectors on the rear are notorious for holding moisture

I removed mine - you risk throwing rocks and chipping that area so be aware of that - but if your in a wet climate they can definitely hold water and cause rust.
