Took out EPS fuse, steering was heavy as shit. So it seems like EPS is functional. Heaviness really is only in left turns, right isn't so bad. This is regardless of speed. Tried to reset torque sensor by shorting pin 4 and 9 with a friend, but we don't know what the **** we're doing haha. My normal mechanic lives far as hell (Bakersfield) and he's been really busy so I need to find a reliable s2k mechanic around here, not Ballade or Evasive because of their pricing among other bad experiences. I need someone fair and independent.

I am going to get the caster fixed at West End when the parts come, then I'll have to address this torque sensor thing. Thanks all for the assistance.
