Another vote for the PSS9. Get a used set in the for sale forum, they'll easily fit within your budget. They usually go for $1k and they'll usually already have the top hats and everything assembled and ready to mount.
Bilstein dampers last forever (they warranty them for life, that should tell you something). There are even some articles on the 'net about how well the Bilstein shocks perform a on a shock dyno.
I have the pss9 on my car, and I would not hesitate to recommend them to anyone. Even on the softest setting, motion is significantly better controlled than stock. The springs are substantially stiffer, yet somehow the ride still manages to feel more compliant on bad bumps.
The spring rates they chose are stiffer in front, which helps to plant the rear in cornering, and the actual rates are a decent approximation with what Honda settled on for the CR suspension. This is in contrast to many aftermarket suspensions that maintained the early AP1's rear bias, and just increased the spring rates.

Not to thread hijack... i know the OP isn't looking to slamm
But between the Bilsteins PSS9, Buddy Club N+, and Megans discussed in this thread, do all have the capability of slamming the car? OF course at the expense of good ride height, but I know for example the Tein SS on my 09 Accord doesn't come close to slamming at its lowest setting, and I want the ability to do this on my S2000 (not that I necessarily will, but I want the option )

Strictly comfort=Billstien PSS9 Hands down. Softer spring rates are what you are after. If you turn the rebound down on the shocks of coilovers with stiff springs you get a bouncy ride, which is what happens with the Megans. Not sure of the spring rates on the Buddy Club, but I've heard the PSS9's are really comfortable.
