Default No power assist on brakes

My car is boosted, I have the abs deleted on my car, along with SS lines. I've been having problems with my power brakes since day one of owning the car. I have 20" of vacuum to the booster, I'm using the factory booster hose with valve in it. I have replaced my booster with a used unit that did the exact same thing. My pedal is adjusted to have 1/2 free play. Dot4 fluid, new gaskets on both sides of the booster.
If I downshift and ride it out a bit the first pedal pressure is perfect, then the next time I press it it has slightly less, then has no power assist at all which is usually the last few feet of slowing down involving me standing on the pedal, if i stomp on the brake to try and panic stop at 40mph it will not 'brake check', or even hint at locking the tires up. Is this normal operation of the car or? I'm about to buy a moroso one way valve but it's 100$ and I'm not sure if it will fix my issue.

Not normal. But you've buggered the brake system so it's hard for us to guess. There's a recall on the 2006 booster.

Is your check valve facing the correct direction?

Yes! I even sucked on the hose to confirm the valve was working lol. I'm going to grab a mightyvac tommarrow and make sure I don't have a pin hole or something in the booster.
