AEM v2 not going over 15psi... HELP

Default AEM v2 not going over 15psi... HELP

Ok. So i have a gtx3071r with a pfab top mount. AEM boost control solenoid. SOS 3 bar.

When i was getting tuned, we started with 13 psi, then went up to 15 psi. Held both great. When we tried to go to 17psi, It sat at 15psi. When we tried 20psi, it again sat at 15psi.

Haven't done a boost leak test (will do that asap). Just weird though because when we target 13 or 15, it hits it great.

The tuner tried adjusting the WGDC to get the psi to go up (and tried adjusting resistance of dyno) but nothing. He thinks the spring may just be bad. I think it's a 6psi spring in a 44mm Tial. (I always thought you shouldn't double your WG spring, but he explained with the boost control solenoids that doesn't really matter. runs 8psi springs and does 40+psi in his built civics)
Looking now, i see on the boost table that WGDC is 34.4 at 15.7PSIg, and 39.1 at 19.5.

Any suggestions? Could exhaust leaks be causing this? It's just weird that it will get 15 when requesting 15 but when requesting 19 it won't go anymore.
