Actually, quite the opposite. In "top speed mode" the rear wing actually recesses into the body to improve the coefficient of drag. The huge downforces that that wing provides at full extension would prevent the car from reaching its top speed. When in "top speed mode" the vehicle also lowers itself, closes up some aerodynamic/intake/exhaust vents (not sure which ones), and adjusts some wings up front. Just imagine "super speed mode" from Knight Rider...

Speaking of the badass rear wing...I'm told it has three positions. When in "handling mode" the wing is fully extended providing maximum downforce for ultimate traction. When braking at speeds above 270 kph (around 170 mph), the rear wing flips up to act as an air brake. Because of the sheer size and power output of the motor, it requires extensive cooling (this is why the motor is actually exposed to the outside environment and not hiding under an engine cover). So to aid in cooling, a smaller flap below the main wing flips open when the car is driving at lower speeds. When this flap is open, cool air gets sucked into the opening and helps cool the colossal 1001 hp engine
