hmm, im pretty sure Ap1 fronts are 26.5mm.
If thats the case, then yes it would make a difference. You would decrease the ap1's tendency to oversteer.

there's a thread with exact numbers somewhere on this forum.

00 and 01 should be the same thickness as the cr. the 02 and 03 are not as thick as the cr

Switching to the CR bar is the first mod that the SCCA autocrossers suggested I do to my 03

This should answer your questions about which bars are stiffer and what years they can be found on - Characterization of OE Suspension.

'00-'01 have the stiffest anti-roll bars, front and rear.

See the differences here from another thread:

Spring Rates:
00-01 Front: 218 lb/in - Rear: 291 lb/in
02-03 Front: 240 lb/in - Rear: 230 lb/in*
04-07 Front: 256 lb/in - Rear: 207 lb/in*
08 Front: 274 lb/in - Rear 225 lb/in*
08 CR Front 375 lb in - Rear 264 lb/in*
*values based on % change data, as lb/in specifications not provided by Honda

Sway Bars Overall diameter X wall thickness
00-01 Front 28.2mm X T5.0 - Rear 27.2mm X T5.3
02-03 Front 26.5mm X T4.5 - Rear 27.2mm X T4.5
04-07 Front 26.5mm X T4.5 - Rear 25.4mm X T4.5
08-? Front 27.2 X T5.3 - Rear 25.4 X T4.5
08 CR Front 28.6 X T4.5 - Rear 26.5 X T4.5

According to that you won't notcie much difference between ap1 28.2 and CR 28.6
